Ukraine's Unified State Register of Court Decisions is open, and decision texts often contain a car's VIN. It is one of the most underrated sources for a check: a seller will never mention court cases, but the register will.
What you find there. Rulings on seizure of property — the car cannot be sold until the seizure is lifted. A lien for a loan — the debtor may have sold the car, and the new owner learns about it from the enforcement officer. Accident cases — with expert reports listing damage and repair cost. Criminal proceedings — theft, forged documents, altered numbers.
How to read it. Look at the date and the form of the decision. A 'ruling' in a civil debt case with a car valuation is almost always a lien or seizure. A 'verdict' in a criminal case where the car is evidence is a direct signal to walk away. An old accident case with an expert report is, on the contrary, useful: it lists the damage precisely.
Limits. Names in decisions are replaced with 'PERSON_1', so you won't see the owner — only the car. Decisions appear in the register with a delay of a few days. And not every accident reaches a court.
